Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are released from different nations. Significant resources is devoted on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from across the border, a capacity provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: possibly the incoming missile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.
Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and heating outages in multiple buildings as a result of the evening attack. As always, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a dependence that European nations are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, certainly, endure.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through statements or actions, from believing that the status quo will not shift further in its favour in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its benefit.
Existing Situation
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a just a single week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
